**Terms of Service**

**1. What this covers.** These terms govern your use of Risk Factor, published by Dr. Andrew G. Huff at aghuff.substack.com, including posts, pages, comments, and email editions. By reading, subscribing, or commenting, you accept them.
**2. Substack’s terms also apply.** This publication runs on Substack. Substack’s own Terms of Use and Privacy Policy, linked in the site footer, govern your relationship with the platform, including payments, data handling, and account management.
**3. What this publication is, and is not.** Risk Factor is journalism, analysis, and opinion on biosecurity, public health, technology, food security, and national security. It is provided for informational purposes. It is not medical, legal, financial, or other professional advice, and it is not a substitute for consultation with a qualified professional who knows your situation. Do not start, stop, or change any medical treatment based on what you read here; talk to a clinician.
**4. Accuracy, opinion, and corrections.** I work from evidence and cite sources, and I distinguish between what I know, what I assess, and what remains unknown. Analysis and assessment are opinion. When a material factual error is identified, I will correct it openly in the affected post. If you believe something is wrong, say so with evidence: reply to any email or comment on the post.
**5. Subscriptions, billing, and cancellation.** Payments are processed by Substack and its payment provider, not by me directly. You can stop emails without canceling, cancel a paid subscription at any time, and keep paid access through the end of the period you paid for. Details are on the Manage Your Emails page. Refunds beyond what Substack’s policies or applicable law require are at my discretion.
**6. Your use of the content.** All original content is copyright Dr. Andrew G. Huff, all rights reserved. You may read, share links, and quote brief excerpts with attribution and a link to the original post. You may not republish full posts, paywalled content, or substantial excerpts without written permission, and you may not use the content to train artificial intelligence systems without written permission. Subscribers may not share paywalled content outside their household.
**7. Comments and conduct.** Comments are for argument, evidence, and questions. Do not post threats, harassment, doxxing, unlawful content, spam, or impersonation. I may remove comments or ban accounts that cross those lines, at my judgment. You own your comments and are responsible for them.
**8. Tips, leads, and submissions.** I welcome leads from readers, and some of the best work starts there. Three rules protect us both. First, do not send me classified information or any material you are not lawfully permitted to share; if you are a government employee or contractor with protected-disclosure concerns, use the lawful whistleblower channels available to you and consult counsel before sending anything to anyone. Second, by sending material you represent that you have the right to share it. Third, unless we agree otherwise in advance and in writing, submissions are not confidential and may be used in published work, with or without attribution.
**9. No warranty; limitation of liability.** The publication is provided as is. To the maximum extent permitted by law, I disclaim all warranties and am not liable for indirect, incidental, or consequential damages, or for decisions you make in reliance on the content. Some jurisdictions do not allow certain limitations, so parts of this section may not apply to you.
**10. Third-party links.** Posts link to outside sources as evidence or context. A link is a citation, not an endorsement, and I am not responsible for third-party content.
**11. Changes.** I may update these terms; the effective date above will change when I do. Continued use after a change means you accept the updated terms. Material changes will be noted in a post or email.
**12. Governing law.** These terms are governed by the laws of [State], without regard to conflict-of-law rules.
